Recommendations now respect the page time picker and explain empty states

The page-header time picker now drives every Recommendations tab. Empty results explain themselves (no traffic in window vs. Athena timed out) instead of just showing a blank table.

Two fixes that make the Recommendations page far less mysterious:

  • Time picker is honoured everywhere. Switching the header from "Last 24 hours" to "Last 7 days" used to leave the 404s, Unverified bots and Slow paths tabs stuck on whatever window they first loaded. Now every tab refetches against the active window when you change it.
  • Empty states explain themselves. A tab with no rows now tells you why — no qualifying activity in the selected window, or the underlying Athena query timed out. Previously you got a silent blank table and had to guess.

Selections are also pruned when you switch tabs or windows, so a stale "5 selected" badge doesn't carry over to a different dataset.
